Richard E. “Ike” Kelly – Airport Manager and Board MemberIke kelly

Richard E. “Ike” Kelly has been a member of the Butler County Airport Authority since September 1994.

As a member of the authority, Kelly has served on the following committees; finance, airport standards, leasing, and planning committee. In addition to committee service, he also served as Authority Chairman for 16 years. He is also on the Board of Directors for the Pittsburgh Institute of Aeronautics. PIA is one of the leading airplane maintenance technician training schools in the United States currently operating four locations nationally.

Kelly also served with the Army National Guard as a helicopter pilot in both the Pennsylvania and Ohio Army National Guard Organizations for 29+ years. While serving as an aviator in the National Guard he flew Attack, Observation, and Heavy Lift aircraft. Kelly’s civilian ratings include both single and multi-engine fixed wing commercial and instrument ratings along with a rotary wing instrument and commercial qualification.

Stacey Daugharthy – Administrative Assistant


Stacey Daugharthy grew up in Jamestown NY, attended Grove City College and earned a Bachelor of Arts degree in Accounting.  Daugharthy worked for Coates, Way and Anderson in Warren PA and then for Bureau Veritas Quality International’s North American headquarters in Jamestown.

After marrying her husband, Randy, and settling in Sugar Grove PA, Daugharthy resigned from BVQI to raise their two children.  She then volunteered for various organizations, especially with her church, her kids’ schools, and sports. Daugharthy served as Treasurer on the Executive Boards of First Covenant Church and Christian Radio for Russia NFP.

She eventually worked part time leading parenting groups for First Covenant Preschool, as Business Manager for First Covenant Church, and as an Office Clerk for Bearcat Oil Company in Sugar Grove. Daugharthy was also the Judge of Elections for Sugar Grove Borough.

She enjoys reading and is a graduate of the Chautauqua Literary and Scientific Circle, which is the oldest book club in America. Daugharthy also enjoys watching the Buffalo Sabres and Bills, knitting, walking their Golden Doodle, Cali, and spending time with family and many dear friends.
