Harry W. Boben – Chairman
Harry Boben has served on the Board since 2006, and as Chairman since early 2016.
Boben earned a B.S. in Electrical Engineering from Tri State College, Angola, Indiana. He had a long and diverse career at Heckett Musltiserv, Harsco Metals before his retirement in 2010.
Boben served as First Lieutenant – Battalion Communications Officer with the Ohio National Guard. He is a past member of the Butler YMCA Board and the Butler Township Planning Commission.
Boben and his wife, Mary Lou, live in Butler and have two grown daughters and four grandchildren.
Edward D. Rawlings – Vice Chairman
Ed Rawlings is a licensed commercial pilot who maintains a home in Renfrew, Pa. with his wife Eileen. They have four children and six grandchildren.
In his spare time, he enjoys flying, running, and golf. He has served on the Board since 1997.
Rawlings began his career in Insurance in 1975, and he specializes in commercial property casualty and surety. He has served on numerous industry boards and has held sales, management, and executive positions. He is currently employed by Liberty Insurance Agency in Pittsburgh, Pa.
William J. Giallombardo – Treasurer / Secretary
Bill Giallombardo has been involved in non-profit health care for over 25 years, working with the various regulatory agencies on the federal and state levels.
Giallombardo graduated from Slippery Rock University with a B.S. in Accounting. He received his M.S. in Business Administration from Robert Morris College.
Currently, Giallombardo is retired from Concordia Visiting Nurses as the CFO. Concordia Visiting Nurses is the Home and Community Services division of Concordia Lutheran Ministries encompassing Concordia Visiting Nurses, Good Samaritan Hospice of Pittsburgh, Concordia Medical Equipment, and VNA Alliance.
James Opalka – Member
Jim Opalka has always been infatuated with aviation as he remembers vividly his father taking him for rides in his J-3 Cub. Opalka became even more enthralled about aviation when he found his father’s old WW2 photos of his Army Air Corps Cadet training.
Opalka graduated from Grove City College with a B.S. in English Education. He received his M.S. in Counseling and Education from Slippery Rock University. In addition, he holds a number of educational specialist certificates from Westminster College.
Currently, Opalka lives in Butler with his wife, Paula. He has earned his private, commercial, instructor, instrument instructor, and advanced ground ratings.
Andy Allen – Member
Andy Allen joined the Butler County Airport Authority Board in 2017.
“This airport is such a great asset for the community, joining the board just made sense to me,” he said. “I love aviation and I’m invested in this community.”
Allen, who grew up on the bicentennial seventh-generation Armstrong Farms in Saxonburg, earned his bachelor’s degree in Aeronautic Technology from Purdue University. While there, he interned at Kennedy Space Center, specifically studying human factors in shuttle maintenance.
Andy worked his way through college as a mechanic at a local airport, and in the process also earned his commercial pilot’s license.
For more than a decade he was a commercial pilot, opting to retire in 2013 to spend more time with his wife Kristan and children Drew and Olivia and dedicate himself to the growth of Armstrong Farms.
Timothy J. Shields – Member
Tim Shields was born in Pittsburgh and attended Richland High School. He then attended Embry Riddle Aeronautical University where he received a Bachelor of Science degree in Aeronautical Science.
After graduating, Shields moved into the family paving business. In 1995, he became President of Shields Asphalt Paving and Commercial Asphalt Supply, an asphalt production facility. In 2010 he became President of Grove City Materials, a limestone mine located in Butler County.
Shields is also chairman of the board of directors at Courtor Mutual Causality. In 2016 he created The Tim Shields Foundation. An avid pilot, Shields has owned 13 different planes throughout his 39 years of flying.
Kimberly Geyer – Butler County Commissioner
Kim Geyer is a graduate of Butler County Community College. She was employed for USAir, Inc. from 1984-1995 as a flight attendant, which fueled her love for both travel and aviation.
In addition, Geyer and her husband, Bob, have operated a successful commercial-residential construction and development company for thirty years in the Mars Area. As a County Commissioner, Geyer wants to help provide support and bring resources to the Airport Authority Board and help them make strategic and overall improvements to the Pittsburgh-Butler Regional Airport facility.
Commissioner Geyer sees the airport as a hidden gem and a valuable asset in Butler County. She wants to help utilize the airport’s many areas to improve it over time.

Michael J. Pawk – Solicitor
Michael J. Pawk was born and raised in Butler. Mike graduated from Knoch High School in 1981. He attended Colgate University, where he graduated with a B. A. in Economics in 1985. He received his Juris Doctor Degree from the Dickinson School of Law in 1988. Mike served as an Assistant District Attorney for Allegheny County from 1989 to 1991. Since then, Mike has been in private practice in Butler County.
Mike has concentrated his practice in the areas of commercial litigation, construction law, oil and gas law, personal injury, medical malpractice, and criminal litigation. He has been a member of the American, Pennsylvania, Allegheny, and Butler County Bar Associations. Mike is admitted to practice before all Pennsylvania State Courts, as well as before the United States District Court for the Western District of Pennsylvania. He has served on the Board of Directors for the Butler Area Chamber of Commerce and Tourism and the Endowment for Butler County.
Mike and his wife, Georgia, have three children: Max, Cassie, and Tori.
